KIWER has been tasked with a project aimed at enhancing the financial sustainability of waste collection services in Kosovo. The project involves evaluating the current economic and financial mechanisms used in solid waste management (SWM) and identifying any financial gaps. Drawing on these findings, as well as insights from best practices in the field, the project will propose economic and financial strategies tailored to the local context.
The recommended strategies include implementing Pay-As-You-Throw (PAYT) fees, introducing an Extended Producer Responsibility (EPR) scheme, imposing taxes on products from various sectors, revising existing storage fees, introducing differentiated fees, and establishing an information system for material flow, among other measures.
The project’s findings will be presented to key stakeholders such as the Ministry of Environment, the Ministry of Finance, and other relevant parties to facilitate the implementation of the project’s recommendations.
