KIWER was tasked with assisting the municipalities of Malisheva and Dragash in drafting local waste management plans. The plans were formulated to align with the legal framework and waste management hierarchy, incorporate circular economy principles, and ensure the financial sustainability of the system. As per legislation, municipalities bear the responsibility of establishing local waste management systems and providing waste services. The plans, typically spanning a period of five years, serve as strategic documents wherein municipalities outline objectives, goals, action plans, and allocate financial resources. Additionally, the project supported the municipalities in developing capacities to monitor plan implementation and formulate plans for future cycles.
