KIWER was tasked with developing the process for setting service fees for the collection and transportation of municipal waste in the municipalities of Ferizaj, Shtime, Fushe Kosova, Lipjan, Obiliq, Graqanica, Istog, Klina, Deçan and Novoberdo. The service fees are established based on economic principles aimed at covering service costs, including capital maintenance. The fees are designed to implement the polluter pays principle, incorporating a feasible form of Pay-As-You-Throw, thus encouraging waste reduction, particularly for those with the highest impact.
The project has created the legal framework for implementing the process through municipal regulations, developed fee calculation forms in the form of a computing model, and provided training to municipal staff to independently implement the process for future cycles.
