RAJA is Romania’s largest public water and wastewater utility and the regionalized water and wastewater provider for the City of Constanta. The Company requested the EBRD for assistance in developing a performance-based service agreement (PBSA) and procuring a private company to operate the functions of the Company.
Under this assignment, the Consultant completed the following activities: Conducted detailed assessment of the operational performance of the Company over the recent years in managing non-revenue water (NRW); Organised workshops to discuss findings and to propose and establish KPIs to manage NRW in future years; Prepared TOR for hydraulic modelling and the introduction of the equipment required to monitor NRW and to advise the Company on measures to achieve the set annual performance targets; Developed comprehensive Performance-Based Service Agreement and tender documentation for the appointment of a Consulting engineer; Prepared tender documentation and assisted the Company in successfully launching the tender of the Project; Assisted the Company during tendering and evaluation of bids received and selection of a winner.
