RAJA stands as Romania’s largest public water and wastewater utility, serving as the regional provider for water and wastewater services in the City of Constanta. The company has sought EBRD’s support to develop a performance-based service agreement (PBSA) and procure a private entity to manage its operations effectively.
Within this dynamic assignment, the Consultant will oversee the intricate procurement process to engage a specialized service provider, forming a Performance-Based Service Agreement with RAJA for a contractual period of five years. While RAJA maintains full managerial control, the contracted entity will spearhead the design and execution of a comprehensive water loss reduction program. Remuneration will be structured with fixed and variable success-based components, incentivizing efficient performance.
To ensure accountability and progress tracking, a technical auditor will be engaged to establish baselines for key performance indicators and conduct annual assessments to monitor progress.
