KIWER has been awarded the contract by GIZ to assist municipalities in Viti, Kamenica, Ranillug, Kllokot, and Junik with establishing service fees for collecting and transporting municipal waste. These fees are based on economic principles aimed at covering service costs, including capital maintenance. They are designed to uphold the polluter pays principle by incorporating a practical Pay-As-You-Throw approach, thereby encouraging waste reduction, especially among high-impact contributors.
The project will draft the regulatory framework for implementing this process through municipal ordinances. It has also developed fee calculation forms in the form of a computational model and conducted training for municipal staff to enable them to independently carry out the process in future cycles. At the heart of these activities lies a robust capacity-building plan designed to empower municipalities to independently and effectively carry out these tasks in a manner that upholds high standards of quality during future processes.
